I don't think anyone can REALLY decide on it.
This has been debated on forever. Just what are the Johto equilvelant of the birds/Regis/pixies?
Personally, I think they're varied beasts. It proabably looks like this:
Entei imo is like a lion.
Raikou is very obviously a tiger.
Suicune reminds me of some kind of dog, maybe a wolf.
Why is gerbils an option? O_O
I'd say they are the legendary dogs tbh

They have been called gerbils... ><;
btw they're dogs. Pokemon seems to follow the zodiac. We have dogs, dragons, etc...

Legendary dogs.
I think it's been confirmed that Entei is a lion, Raikou is a Tiger and Suicune is a dog.
I personally always thought Suicune was some kind of deer.
